Notepad is unable to open txt files on an SMB share

After updating from Windows 10 version 1803 to version 1909, I cannot open .txt files that have been saved to SMB shares using Notepad. The files work correctly with other applications like Notepad++, and they also worked correctly before the update.

Unfortunately the error message isn't very specific:

This is happening on multiple computers, which leads me to think it might be related to the file server, but I haven't been able to track anything down - and the issue was definitely introduced with the new OS update.

    Same issue.  Nailed it down to Notepad on newer versions of Windows 10 (ie 1909).  I also noticed that the network share I have a problem with is a Linux-based NAS.  I do not have an issue opening a file in Notepad from a Windows share (several server and desktop versions).

    Some of the things I tried in narrowing issue down.

    • CLI - use TYPE or MORE command works
    • Open same text file in Word and Notepad++ works
    • Older version of Windows 10 - Build 1709 works, we jumped from 1709 to 1909 so I'm not sure which version started having this issue
    • Copy file locally and open in Notepad works
