SharePoint Online - Unable to create link to other folders/files within Document Library

Background: I am very new to SP and I am tasked with creating a Team Site and developing a Document Library for my team so that we could slowly migrate our data to the SP Document Library over time. In our current shared drive, we have many shortcuts for files and folders. I understand that if we are to create shortcuts while accessing the SP Document Library via the File Explorer, the links created are associated with the User Profile of the individual creating shortcuts. So the way to make "shortcuts" in the SP Document Library is to create links to the files and folders instead, as indicated in this help document.

I have created the link as instructed, but when I went to the folder where I want to add the link,  the Link option is not available:

Is there something I am missing? Is this a result of some kind of setting established by my org's IT department? Any advice would be much appreciated.

    Dear Anne-Gi,

    Thanks for your updates and screenshots.

    I notice that you add a library web part to show the library on a modern site page. The link content type will not be showed in the library web part. You may need to go to the actual web part to add the links and then the updates will be synced to the web part on the modern site page.

    What's the benefit of not being able to add links via a web part? Please provide a specific answer. It seems like this is either an oversight or just sloppiness on the part of Msft.

    Dear Anne-Gi,

    The Link option should be showed by default. From the screenshot provided, it seems that you can't see the Link option in the library when you want to add a new link in SharePoint Online.

    Regarding "I have created the link as instructed, but when I went to the folder where I want to add the link,  the Link option is not available", could you upload some full screenshots showing where you create the link and the folder where you want to add a link in SharePoint Online for our clarification?

    Note: Remove any private information before uploading the screenshots.

    About that you want to add a link in a folder, could you confirm whether you want to do the following?
