In most cases, you just need to use the Migration endpoints in Office 365 admin portal to start the migration, and don't need any other third-party tools. Using the migration endpoints is to connect Office 365 to your IMAP sever, once the connection can be established successfully, then you can start the migration without other doubts.
Multiple users migration is supported. In theory, you can include up to 50,000 mailboxes (one row for each user) in your migration file. However, it's not recommended to do that. We suggest creating a test migration batch with a small number of mailboxes to test the whole process first, then you can see whether anything wrong with your batch file and estimate the whole time of migration.
For a specific IMAP sever mailboxes migration to Office 365, we do not have much experience on it. We do would like to share you the exact steps if we could, but there are so many IMAP system out there that you need to find out these steps by your own.
