How to combine/edit PDFs?

Is there any way to combine/rearrange/edit files that are already PDFs without purchasing Acrobat Pro?

I have Microsoft 365 and saw the following when I was searching for a PDF editor: "If you have Microsoft 365 - previously known as Office 365 - then you already have access to a PDF editor. Word is now able to upload and convert PDF files for editing, as well as export back to PDF after editing. If you've been thinking of investing in a  subscription, this might be enough to tip the balance."

I know how to convert files from Office programs to PDF, but I don't see a way of editing PDFs or combining several PDFs into a single file directly. When I click on those options, it wants me to buy a subscription. Can I bring them into Word without converting them to Word so I don't lose the formatting, and edit them there?

    I downloaded Xodo from the Microsoft store after seeing a recommendation from someone on YouTube. It's free with no ads and has everything I need! Can't actually directly edit the text in the document but has some simple text and drawing tools that you can use to mark it up or write/draw over what's there and you can add (other documents and images), delete, and rearrange pages very easily.

    Thank you for your reply. 

    I don't really need full PDF editing capabilities but found out I can use the OCR software Readiris to import and rearrange PDF documents and add some markups. That will probably suffice for now.

    Based on your description, you have some concerns to edit PDF files with Microsoft 365 applications.

    As you may know, PDF is a Portable Document Format which is developed by Adobe. Hence, if we need to directly edit a PDF file or modify its format, we need to use the programs provided by Adobe, such as Acrobat Pro as you mentioned.

    If you tend to edit in Microsoft 365 application, such as Word application, Word has the feature to help you convert the PDF file to an editable format in Word application. Please take note that, the format may not be perfect after you convert in Word.

    I have at least figured out how to combine them, but using Readiris OCR software, not Office. Don't know how to edit them though.
