Visio Connector Arrows Not Snapping to Shape

I have been using Visio for years to create flow diagrams and recently when I go to create or edit a flow diagram the connector arrows don't snap to the shape, but rather snap to an arbitrary point, often with a 90 degree bend. As you can imagine, this is rather frustrating. I am using Visio Professional 2016. I had one of our IT guys in my computer for over an hour trying to modify the settings but to no prevail.

    When trying to connect a line from the process box to the end circle that is what happens. This is consistent with any edit I attempt to make with the connector arrows.

    The error occurs when using the connector function. When I copy and paste I run into other issues, sometimes it snaps it into a right angle or as I try to change the length it snaps into obscure shapes/arrow direction changes configuration, etc. 

    I've attempted moving the shape to the arrow and then moving the shape to straighten out the connector but when you move the shape to the arrow, it doesn't snap onto the shape. 

    I just tried the dynamic connectors and was able to create straight lines, but modifying them in any way to create 90 deg angles it goes haywire. In the past I've been capable of just using the connector tool in the top toolbar. I have a couple co-workers who have also joined in my frustration. 

    Unfortunately I am unable to share the file.

    No matter what I do it is the same 90deg angle. If I right click on the line and change it from right angle to straight line connector nothing changes. Dragging the line makes even more of a mess. When I click on the 'X' next to the connector there is no shape/point for the connector to snap. It appears that the green/blue circles/snap points are showing where I want to connect the connector, but it just won't. Yesterday I copied and pasted the flow diagram into a new file and it was working well until now. Needing to copy/paste to a new file still seems a bit unnecessary. There has to be a setting or something within the connector.

    The red chain is a hyperlink to a separate document providing guidance. That has not caused issues in the past.

    So, there is definitely something strange with the connector.

    Were you copying a connector or did you use the connector tool?

    Drop the shapes, select the connection tool select the first shape and drag to the target shape.

    When you look at the document stencil do you have one or many dynamic connectors?

    This may be a stretch, but I would be curious about what the shapesheet for the dynamic connector looks like (there may be more than one). Rather than a setting, that is where a lot of the functionality of a connector (it is a shape) lies.
