If you have lots of users that need to be assigned as managers to a case, we recommend you create a mail-enabled security group and add these users to the security group, next add this mail-enabled security group as a member of the eDiscovery Managers subgroup in the eDiscovery Manager role group, then these users in the security group are assigned to be eDiscovery Managers. Based on my experience, through this way, you don't need to concern about the manager limits.
