Based on your description, when you open “Http” link in Excel workbook, you would receive the above error. But if you open “Https” link there would be no issue to click and open in Excel workbook.
I also did a test from my side with Http link and Https link. I copy and paste the link into Excel workbook which Excel will automatically convert the link the hyperlink clickable format.
Then I clicked on the link which it would redirect me to my default system browser and open the Http site in web browser normally. If my reproduce steps are different from yours, please point out and let me know.
More importantly, may I know what is your Office application product information and version? You can go to File > Account > Product Information Page to find details share a screenshot of the entire product information page with us.
In addition, it seems that you have found some related threads about this error. According to this article, the error might be related to the proxy server, local network firewall or ForceShellExecute registry key.
If you didn’t find the 9.0 key in your registry editor, you may try to create the keys on your own if they do not exist and see result.
After you added the key, you may restart your computer and relaunch the application and see the results.
