Ctrl + 1 not working

Ctrl + 1 short cut does not bring up formatting options in Microsoft excel 2019. My operating system is a windows 10 Pro and all the solutions I could find in here with respect to this issue don't work too.

    Please follow these steps:

    Close Excel

    Press and hold the CTRL key

    Open Excel

    Wait for a message to appear and ask for "Safe Mode"

    Release the CTRL key

    Click Yes

    After Excel opens

    Click File\Open and select your file

    Press and hold the SHIFT key

    Click Open

    Wait for your file to open

    Release the SHIFT key

    Test the behavior

    What happens?

    If CTRL+1 does not work, does the Format window comes up if you right-click and choose "Format Cells"?

    Please follow these steps:

    Right clicking does show the format window but CTRL+1 shortcut still doesn't work

    The issue is persisting while using the laptop keyboard and  not with the Virtual one.

    Could this an issue with the drivers or Ms OS ?

    I'm not an expert for that, but IMHO it is obvious that the keyboard do not send the correct scan code.

    Maybe it's the driver in the OS and/or the keyboard layout...  unfortunately I can't help with that.

    Close all applications

    Go to this website and lunch the keyboard tester

    https://www.keyboardtester.com/

    Check if your keyboard works

    If so use this program to check whether an other application has set a global shortcut

    https://www.nirsoft.net/utils/hot_keys_list.html

    If neither is the case, repair your Office, maybe de-/install

    Repair an Office application - Office Support

    Uninstall Office from a PC - Office Support

    Hello,

    All of the steps provides don't work as well. The issue is persisting while using the laptop keyboard and  not with the Virtual one.

    I did run the keyboard test but all my keys are ok.

    Could this an issue with the drivers or Ms OS ?
