Allowing read-only users to download a document and edit the local copy (via IRM)

I want to share a certain excel database with users on our sharepoint platform.

I have created a document library and applied the following IRM policy on it: 

The users should not be able to edit this file on the sharepoint directory.

Therefor they have been granted only Read permissions.

But they should be able to edit the file once it's downloaded (offline copy).

However, when I'm testing this out a user, I always receive this error upon opening it on my local excel app (reading in the web view is no problem):

My Office account is the same on both the sharepoint environment and my Excel installation.

What should I change in my configuration to achieve this?

    Thanks for your updates and let us know the situation here.

    May I know whether the issue happens in each user in the security group in your environment? 

    If you save the files in another site library with IRM enabled in another site and do a test there, what's the result?

    As the latest version number of the Microsoft 365 Apps for enterprise applications is Version 2009 (Build 13231.20418 Click-to-Run), I'd like you to check whether the version number is fully updated. If no and if it is convenient, I suggest you update the version number, restart the computer and then do a test to see the result again.

    I have tried all of those but still receive that same error message...

    I also tried with a security group that has full permissions, but it doesn't change a thing.

    Hi Cliff,

    After several attempts to test this, it sadly still doesn't work...

    I even tried with a clean Windows installation, and thus a new profile...

    Any other suggestions?

    Dear Krisch,

    Thanks for your updates.

    The basic four steps listed in the article clear the credentials in the installed Office applications and make them keep in a clean state.  You can do the corresponding steps based on the environment in your company.
