Can I delete the contents of the folder C:\OneDriveTemp, and what happens if I do?

I'm working on a OneDrive sync issue at the moment, and I'm really just looking for an explanation on what the purpose/functionality is of the folder C:\OneDriveTemp. From what I can tell, as items are downloaded from the cloud they are stored in this directory as temp storage, and then they SHOULD be removed when the item is synced.

The problem I'm having is that the items don't seem to leave this folder. Currently it's about 80GB in size, and it looks like when the sync is stopped and started again, more copies of the same items end up in the temp directory. At the same time, I'm unable to open many files that are synced with OneDrive. They have the syncing icon next to them instead of the green check mark. When I open them I get a message saying they are corrupted, but I can view them in the web without issue.

Can close OneDrive to stop the sync and then delete the contents of the folder C:\OneDriveTemp, restart the sync, and have it pick up where it left off? Is my understanding of this folder wrong? Should I see multiple copies of the same item in there?
