1: What is your Office apps’ product information, version. update channel you are using? You can go to File > Account product Information to find details and share a screenshot of Product Information page with us.
2: Which site you were trying to download the proofing tool? After you download and try to install, is there any message that indicates installation success or failure?
3: Before this scenario occur, did you make any change to your computer before it happened? Such as Office updates, Windows updates, etc.
From your above screenshot of Language, it seems that the proofing tool is not installed correctly in your Office apps which it shows “Proofing available” rather than “Proofinginstalled”.
I suggest you can try to following the instruction to download and install the language from this site Language Accessory Pack for Office, and see whether the proofing tool can be installed and used correctly.
Note: Please ensure you download and install the right bit version of language pack with your Office app. Eg, If your Office app is 64-bit version, you need to download and install the package for 64-bit as well.
