There are two Product Keys for Office 2019. You can purchase a Product Key from a third party vendor. You use this Product Key to setup/install Office along with a Microsoft Account here: http://www.office.com/setup
This creates an Office Account from where you can reinstall Office 2019 at any time in the future from here: https://account.microsoft.com/services/ At the Office Account there is a second Product Key. This is the actual licence for Office.
If you purchase Office 2019 from Microsoft Store the Office Account is created by Microsoft using the Microsoft Account that you used to purchase Office 2019 from the store. You will not be provided with the Product Key used to install Office. However, you can install Office by signing into your Office Account using the same Microsoft Account used to purchase Office 2019 at: https://account.microsoft.com/services/
As with the other method you will find a Product Key/Licence for Office at the Office Account.
If you purchased Office 2019 from MS direct as part of the purchase process it installs and during the process an MS Account is used/created and it activates no key is used
If you purchased from elsewhere your email receipt includes the Key and the install link
After which if you need to reinstall you do so via the MS Account used
