If so, to narrow down this issue, I would suggest you try to use the VLOOKUP formula in a new Excel file to see the result.
If the issue doesn’t happen to the new Excel file, I think there may be something wrong with the old file.
So, I would suggest you try to copy and paste the content form the old file to the new one.
