This is a relatively recent change. PC manufacturers want their own commands, such as adjusting screen brightness, to be associated directly with the F1–F12 keys, which is why they require Fn to be pressed for the "normal" function key behavior. Some manufacturers let you control the function key behavior in the BIOS settings, while others do not.

In all the years that I've used my old ASUS desktop it's always been one modifier key (CTRL) plus HOME or END to get to either end of the document. It never occurred to me that TWO modifier keys (CTRL + FN) would be required to achieve the same results. That works perfectly. Thank you for your expertise and patience.
I have since learned that it seems to be a function of the keyboard as you no doubt already knew. When I switch back to my old Microsoft wireless Bluetooth keyboard, CTRL+HOME and CTRL+END work just as before. The only reason I had the problem was that I was using the keyboard on the laptop.
Thank you Stefan, That's good to know. The fact that I'm 76 years old and the hassle of getting this Dell laptop to work the way my old desktop worked means that this will be the last computer I'll ever buy. Unless of course somebody comes out with an affordable quantum computer, in which case I might reconsider.
