As an Independent Advisor and community user, I'll help you with your question.
You could try this, verify in cloud if you have synced and updated your "notebooks", so, in any internet browser in inPrivate/Incognito mode (Ctrl+Shift+N), go to below link:
https://onenote.com, access with your personal account, then you will see the list of all your notebooks, check out, if you have all updated, also, you can create a new one there, then in search-box of Windows toolbar, type:

Find Onenote and click on it, then click in Advanced Options, then you can try first with "Repair", if doesn't work you can try with a complete "RESET", but that process will remove all your notebooks data and credentials from local app, so, you have to be sure that all the data is synced, if is not and you are not allowed to sync, you will have to backup manually in other place, then click on "RESET", next, back to the inPrivate browser, open the new notebook, in the Ribbon bar, click on "Open in app" button, in order to sync with your computer, type your credentials, then, if the sync process goes fine, start to sync your "notebooks" one by one and verify the behavior.
