Bullet point is not working properly

I am having this issue when I used a document made by my colleague to be a template. When I was trying to create a bullet point list based on his formatting style, I realized that I need to carry a character or a space to next line in order to generate a new bullet point and continue the list. If nothing is being carried to next line, then there is no bullet point. 

This is driving me nuts because I never saw this problem before, and I cannot find any discussion about the issue, nor the solution.

    The problem is that the "Style for following paragraph" is set to a style that does not include bullet formatting. In this case, the un-bulleted style happens to be the built-in List Bullet style which has been modified not to include bullet formatting. That style is applied when you press Enter to create a new paragraph, and the result is that the bullet format disappears.

    As a quick fix, do the following: Click in a bulleted paragraph and press Ctrl+Shift+S; in the Apply Styles pane, click Modify. In the Modify Style dialog box, change the "Style for following paragraph" to "List Paragraph" (you may see an alias listed along with that name: "Bullets").

    But if these were line breaks (Shift+Enter), you wouldn't get a new bullet point (unless you inserted it manually).
