You're welcome and thanks for the feedback. I'm glad you found a "solution" (zooming in) but the non-working time should still be showing up for July 2021 in your first screen shot, just like it does for July 2020. However, I've noticed some strange things with the timescale display myself so I'm not too surprised.
I don't quite understand what you are asking in your first paragraph but let's see if this helps. Project has a basic template file called the Global that sets up various built-in views, view tables, filters, calendars, etc. The default calendars included in the Global are the Standard, 24 hour, and Night Shift. When a user directly modifies the non-working days or times for one of those built-in calendars, those changes are saved with the file but that does NOT change the calendar of the same name in the Global file. If the file with a modified "Standard" calendar is shared with another user, all will work as expected. The problem comes in a couple of ways. If a user uses the Organizer to replace the Standard calendar in the Global with the "Standard" (modified) calendar in the file, any new file that is created will have the modified Standard calendar as the default. In some cases this may be desirable but in other cases it may not be (e.g. the user needs to create a new project with the original Standard calendar).
Another way having two different versions of the Standard calendar can be problematic is if Project crashes or needs to be re-installed. Project will automatically create a new Global file and the Standard calendar in that Global will be the original non-working days and times. If the user creates a new file and expects the Standard calendar to be the modified version, it will not be.
The same holds true for all built-in items (e.g. views, view tables, filters, etc.). Best practice when creating a modified version is to uniquely identify item names (e.g. My Gantt Chart view versus Gantt Chart view, Norwegian calendar versus Standard calendar, etc.).
