Cannot create a catch-all rule for domain in office365

I am trying to create a catch-all email rule for my domain. I tried to follow directions from experts-exchange .

I was able to create a rule that catches all emails, unfortunately emails to existing users are forwarded to catch-all email address too. It seems that "except if" part of the rule does not work. I tried to do it in many different ways (e.g. instead of dynamic list, use static list or just put every existing users as a separate exception), but none of them worked.

Moreover, after email is forwarded, it seems that the rule attempts to forward it again; this is prevented by some internal functionality preventing infinite forwarding loops, however it does create "email undeliverable" message. (Saying "A custom mail flow rule created by an admin at netorgft<>.onmicrosoft.com has blocked your message. Transport rules loop count exceeded").

Was anybody able to successfully create a catch-all rule for domain?

    I guess I should report my end results. I was not able to make this work in Office 365. Observed behavior of Office 365 is still inexplicable to me.

    I ended up switching to Zoho mail. Very happy with Zoho, and it is cheaper than Office 365 too.

    Not everyone can write essays, and it is not always easy to copy them correctly, but it will not be a problem for you if you go to the essay writers , since all types of written works are written on it

    Hi, Momo. To reiterate, I started with following instructions in https://www.experts-exchange.com/articles/33856/Catch-All-Account-on-O365.html , with the results described above. Then I tried multiple modifications. This is the current version of my rule

    catchall

    If the message... Is received from 'Outside the organization'

    Do the following... Prepend the subject with 'Forwarded: '
    and Redirect the message to <myAddressInsideTheDomain>
    and Stop processing more rules

    Except if... Is sent to <myAddressInsideTheDomain>

    The result is that for every message sent to <myAddressInsideTheDomain>, I receive 2 copies, both with Forwarded prepended (I added this part for diagnostics). By some reason "Except if" part does not work.

    All email to the domain come from outside the domain. (The domain has only one user <myAddressInsideTheDomain> ).

    After doing some research on the catch-all rule, generally when you create a catch-all rule for a domain, it sends all mail with the domain name in the address to the shared mailbox. Kindly confirm if the existing users mail that’s forwarded to the catch all email address belong to the domain you set the catch all rule for?

    That being said kindly share detailed information on the rules you created, and how you created them.

    With regards to the error message being received, it usually comes about when a recipient creates a transport rule to block specific emails, for more information on transport rules kindly refer to Mail flow rules (transport rules) in Exchange Online | Microsoft Docs Now kindly confirm if the rule you created only applies to incoming/outgoing mail.
