Hey everyone, I have issues with getting my Windows Rights Management to work to restrict my document. I was reading that I need a "use license", if so where can I get a license?

From your description, it seems that you want to use Windows Rights Management to restrict documents, however, it mentioned that you need a use license.
May I know if my understanding is right? If so, generally, if you want to use Information rights Management, you may need to have Azure Rights Management license, as shown below:
End-user Office applications and Office services can use the Azure Rights Management service from Azure Information Protection to help protect your organization’s data. These Office applications are Word, Excel, PowerPoint, and Outlook. The Office services are Exchange and Microsoft SharePoint. The Office configurations that support the Azure Rights Management service often use the term information rights management (IRM). So at the first, we’d suggest you go to Subscription page to check if you have Azure Right Management license, if you have this license, may I know if you purchased this subscription before or during February 2018, you may need to use PowerShell to enable it, for your reference: Automatic activation for Azure Rights Management
If you have the license and have activated it, per our search, to use IRM in Office, the minimum required software is Windows Rights Management Services (RMS) Client Service Pack 1 (SP1).
