PowerPoint: Only option on Insert->New Slide-> or on Home->Layout-> is the Title Slide. The other slide templates are not shown.
This is only a problem on new presentations. I can open an existing presentation and change layout, add new with all the templates.
Any help appreciated.

This is not it. I have not set up templates, just trying to insert a new slide (or change layout of a current slide) and only option is 'Title Slide'.
As Luc has suggested, please choose View>Slide Master. How many layouts are in the thumbnail list on the left side?

Just to make sure, have you checked the master for missing layouts? Go to View - Master and see if any thumbnails are missing.
If that is not the case, do you have the same problem with a brand new presentation?
It sounds like the person who created the template deleted all the slide layouts except for the Title Slide one. Time to start over with a new template created by someone who understands how PowerPoint works.
