According to your description, you want to change the volume of the existing audio or the volume when you are recording. To make the voice/audio louder, you can select the audio, click the Playback tab and change the Volume setting in PowerPoint Or go to Windows system> System> Sound> under Advanced sound options, click “App volume and device preferences”, change the volume of App.
To make the voice/audio clear or sharp, I am afraid the built-in recorder can’t meet your requirement. Please try to:
