Excel - Allow certain people to edit

Is there a way to allow certain people to edit a shared excel sheet, and certain people to view-only, without password protecting the sheet? I was able to do this in Google Sheets, but I don't know if this is an option for Excel.

    Yes, that is what I am trying to do. If users have previously been given editing access, is it possible to change their access to read-only?

    First, my pleasure to assist you.

    As per your description, please don’t worry, we can work together to narrow down and resolve the situation.

     it seems you want to restrict some users to view only excel files and others to edit without password protecting the sheet. May I know if my understanding is correct? if so, the simple way is you can share a same file in a view only mode via uncheck option "Allow editing" while sharing a file from OneDrive. And for the users you want to allow edit the workbook you may check the same option "Allow editing".  For reference: Share and collaborate with Excel

     Or you could do it is changing the permissions on the document to view for all some members. Then create a SharePoint permissions group called "Excel Edit" and add that into the excel file that you want to be editable and give edit permissions to that group.
