If rebuilding doesn't work can you close out of VS. Delete the bin/obj directories. Re-open the project and then try and compile again?
Please make sure you're on the latest version of VS
Please make sure all your Android SDKS are up to date (Tools => Android => Android SDK Manager).
When you release your application, did you unselect the aapt2 ?

Could you share a demo with us? If you have tried migrating AndroidX tool and above steps.

i followed al the steps that are you suggest but i notice that the problem is not in the packages or the references that i install, it is in a file that is created when i build the code in the folder obj

Did you close your VS, then open the project folder, delete all bin and obj folders( yourproject folder, yourproject.android folder yourproject.ios folder )? Then rebuild it in your VS and release it again.

After delete all bin and obj folders and rebuild it, is this issue solved?

Not exactly, I think that this error occured because i used Xamarin.Forms latest stable version in association with Android.Support packages. When I removed these packages and turn them into AndroidX, the error is gone!!
