Disable Microsoft public teams

It is possible to use https://learn.microsoft.com/en-us/microsoft-365/compliance/create-sensitivity-labels?view=o365-worldwide#create-and-configure-sensitivity-labels for this.

Create a label and scope this to ‘Groups & Sites’ and choose the appropriated Privacy level, for example Private. When creating a team the user must select the label and the option to create a public team will be grayed out.

I am afraid your requirements cannot be completed.

If you want to restrict users to create team, it needs to disable the ability to create groups in Office 365. Since Office 365 group is integrated with many Office 365 services, such as Teams, Outlook, SharePoint, Yammer. If you'd like to disable the creation of teams, all the other services will be also disabled. Currently there's no way to just disable the team creation for Teams users only.
