Based on your description, it seems that the slide can't show correctly in notes view, and the change you made can't work in Master Notes View.
If my understand is correct, we did a test on our end and we can't reproduce the same result as yours. To troubleshoot the possible reason for the behavior, please try the following steps to check the behavior.
- OpenFinder > Click Go in the top menu > select Go to Folder:
Move the folder to the desktop: ~/Library/Containers/com.microsoft.powerpointand see the result. Some corrupt caches may be cleared in this way.

Besides, for your question apply layout changes to all the slides in the notes view. We tried our best to do many tests and search, it seems that no a direct way can achieve this requirement. Apologies for the inconvenience caused to you by this design behavior. Given this situation, we would like to suggest you to submit a feedback in PowerPoint · Community (microsoft.com) so the related team can know about this. This is the quickest route to get your comments to the developers’ ears and it will have more impact as the feedback is coming directly from the customer.
