Why doesn't "Creating shareable link" complete?

I'm trying to share an Excel file saved on OneDrive. If I try to create a shareable link it just hangs at "Creating shareable link" if I share from Excel, Excel for the web, or directly from OneDrive, like below:

How I can fix that, so it works properly

Microsoft 365 and Office | OneDrive | For home | Windows

    Clarence, posting instructions on how to create a shared link isn't helpful. I know how to create a shared link.

    The problem is it isn't working as it should. Neither Excel or nor OneDrive completes the task. I just get the spinning circle.

    Mukesh_465, if there was a service outage the file wouldn't save to to Onedrive, would it? Similarly, the internet is working just fine for everything else.

    I don't think it's helpful to offer generic connectivity troubleshooting as this is clearly not anything to do with connectivity.

    This is a specific problem. Everything else is working. If I select "Anyone with the link can edit", a shareable link is created. If Send a link by email, the link is created. However - as I said in the original post - Create Shareable Link > Specific people is not working.

    (I appreciate that you're going through a list of things that you think might be helpful, but you seem to be ignoring anything to do with the application/Microsoft service and suggesting that's it s a problem with the PC or it's internet connection.)

    Hello Clarence,

    You seem to be posting generic instructions on how to send a shareable link in Outlook.

    Firstly, this problem/query is about why the process for creating a shareable link with specified person access isn't working - not how to add a link to an email

    Secondly, I don't use Outlook - and the problem is not email client dependent

    Thirdly, this is a personal OneDrive, there is no organisation or "tenant administrator"

    Hello Jung, as you can see from the first post this is not a browser issue because the problem occurs both from the desktop application as well as Web version as well as Onedrive

    Hello Mukesh_465, what has creating a shareable link from the onedrive location that I've saved the file at got to do with my local PC?

    Windows Firewall set-up is default on my PC, so it wouldn't be the case that anything specific has been set to block Office365/Excel/OneDrive.

    Moreover, Excel can happily save to the default onedrive location for my 365 account that I'm logged in with. I don't think disable the Windows firewall is a sensible suggestion
