I ended up being able to log-in after renaming the folder C:\Users<username>\AppData\Local\Microsoft\IdentityCache and also removing my account from the Credentials Manager.

Suddenly I’m unable to sign into the OneDrive App on my work laptop. When I try to sign in I get a continuous loop of two windows popping up alternating between, “signing in” and “please continue signing into your work or school account” repeatedly. If I let it run for 20-30 mins or so, the OneDrive app just shuts down. If I try to close one of the Windows, I get the Error Code: 0x8004de45. Any help to fix this would be appreciated.

I'd like you first check whether you can log into the OneDrive for Business site with your work or school account with the browser.
If yes, some users may resolve the issue in their environments by trying deleting/renaming the folder C:\Users<username>\AppData\Local\Microsoft\IdentityCache. I also suggest you back up the data and give it a try to see the result.
Meanwhile, the issue may be related to some factors at the network or TLS side. Please check the steps in the article to see and let us know the result.
If it is convenient, I 'd like you to change a network environment to check the outcome as well.

Though I deleted or renamed the IdentityCache it was created automatically and the problem of looping persists. What should I do?

Please, how did you rename it? Did you rename the folder inside the identity cache or what, please?
We have the same issue. Have tried the proverbial re-install of application, reboot, etc etc and clearing identitycache does not resolve this. Given that this is the first reference of this happening that I've been able to find on the internet and the proximity of Rob_94R also experiencing this issue, i wonder if this is a recent bug/issue?
