Windows 10 Enterprise does require an OEM version of Windows to be legally licensed?

Hi all;
As far as I remember under the Enterprise Agreements products umbrella only the SA of Windows was available, not the full version. In order to be legally licensed a PC covered by Windows SA MUST have an OEM version of Windows to be legit.

Question: What about today's requirements for Windows Enterprise (still as part of an Enterprise Agreement). Does it cover unlicensed PCs (so they can be purchased naked) or does it require a previous version of Windows OEM installed (as it was before)? Which version of Windows?
I'm trying to understand if a PC with Windows 10 HOME, covered by a Windows Enterprise subscription is legit or if it is a case of mis-license

    Yes, OEMs are legal licenses. The only difference is they cannot be transferred to another computer.
