O365 to O365 tenant to tenant full migration (all services)

I have an office 365 tenant with around 400 users with onedrive, exchange online, sharepoint sites, office applications, among others. Those 400 users have their emails distributed across three domains (lets say for example dom-1.com [250 users], dom-2.com [100 users] and dom-3.com [50 users]). What i'm being asked to do is migrate those domains and their users to separate office 365 tenants (this migration includes emails, onedrive data, identities, sharepoint sites, teams, users, etc.) i do not need to migrate licences, since those are gonna be provisioned when the new tenants are created. The picure bellow might make the situation a little bit clearer.

I couldn't find anyone wiht a problem similiar enough to mine. People talk a lot about bittitan but their prices didn't make the financial department very happy.

Any help would be greatly appreciated.

    I contacted partner support and they pointed me towards a solution called Mover. Apparently this third party migration app was recently bought by microsoft and can be used to migrate de data i need, as described on these articles:

    I can reply yes, but it will require a lot of careful preparation and study. A manual file transfer in SharePoint Online using the Open with Explorer function should be an option for data migration from one tenant to another SharePoint Online content manual migration - SharePoint | Microsoft Docs.

    Hello Paul, thank you for your reply. So let's say i migrate the domains and users to the new tenant using the methods described on the articles you listed; now, for migrating those users' onedrive data, would i have to copy it manually to the new tenant's users? same goes for sharepoint sites, would i have to manually re-create them on the new tenant? I'm guessing the answer is probably yes, but i would still like to have a confirmation before i get invested into such a task.

    Based on your description, I understand that you want to migrate domains and their users from one tenant to separate office 365 tenantsMigration is huge task that requires much preparation in time and resources, In order to effectively perform this, Administrators may perform cross-tenant migrations by using the New-MigrationBatch cmdlet, which is accessible via the Move Mailboxes management role. Users migrating must be present in the target tenant Exchange Online system as MailUsers, and they must be tagged with relevant attributes in order to be allowed to transfer across tenants. Users who are not correctly configured in the target tenant will have their moves failed by the system Cross-tenant mailbox migration - Microsoft 365 Enterprise | Microsoft Docs. As far as I know, there are four stages to moving a domain across Office 365 tenants.

    1. Move Domain users' emails from one Office 365 tenancy to another.
    2. Remove the domain from the Office 365 source tenant.
    3. Connect Or add the domain in the destination tenant of Office 365 and
    4. Transfer data into the destination tenant to the destination domain. As you mentioned, there are many third-party migration partners and tools available, and the one you listed is one of the most well-known.
