No menus showing and I'm not in Read mode or Full Screen

I received a document from a coworker. It has no menus at all. Some partial menus appear if I use the shortcut keys (e.g. pressing Alt_W causes the View menu to open, but no top-level menus or quick access toolbar, or other tabs in ). How do I restore this document to full functionality.

Other documents on my machine are opening correctly, most of the time. This image shows the top of the document

    If you see three dots next to the Close button (X), click the dots to access the ribbon display options.
