How can I make a comic-book photo

I want to insert a comic-book-style text bubble in a picture. I tried making a text box and dragging it into the picture but it didn't work. I'm working with MS Paint, MS Edge and Windows 11 Home.

    Welcome to Microsoft Community.

    I am a Microsoft user just like you, I hope you are doing well?

    Please understand that this is Microsoft community for Office. However, The Microsoft Paint includes built-in callouts for speech bubbles which you can find in shapes on ribbon.

    Simply open any image and drag a call-out on top of it, then add a text box overlaying the callout.

    I’m Gunasekar and I will be happy to help you with your question, I am a Microsoft consumer like you.

    Yes, Microsoft word has more Features/tools than MS paint.

    so, you can directly go ahead and edit the Picture in Microsoft word. To do that,

    1. Open Microsoft word.
    2. Click Insert Picture and add your picture in word.
    3. Right-click the picture - select wrapping text.
    4. Select the option which enables you to move the picture freely.
    5. Once done, Click the "Insert" tab in the ribbon, then click the "Shapes" button and move to the Callouts section.
    6. Position the cursor on the Word document and press and hold down the left mouse button. Drag until the word bubble is your preferred size, then release.
    7. The callout automatically gives you the insert text option. So it will be easier to type and color the text.

    So, my suggestion is to go with Ms word instead of Paint for these types of issues.

    I thought MS Paint was part of MS Office. I didn't find a community for Pasint.

    I dragged the blank text box onto the image, but I couldn't type anything into the box.

    Could I paste the image into a Word document, create a text box there and drag it into the image?
