Why does it say Deny "add and customize pages" under my permissions as a site owner?

Greetings I was hoping someone could help explain why I see this message for denying the right to add and customize pages when I am a site admin and listed owner. I am currently not able to edit any pages for my new SharePoint site collection. Any advice for a solution?

    Per the description shared, I would like to summarize your concern i.e., when you check the permissions for any member or the owner of the site, you see the "Deny - Add and Customize pages" even for the user with the Full Control permission.

    If my understanding is correct, I would like to you know that the possible reason is custom script is not enabled on the SharePoint Online site. So, I suggest you turn on the Custom Script at the both tenant level and site level to check the result.

    Dear TK.

    As per the further updates, since you are on SharePoint Server, I suggest you post your concern in the Ask a question - Microsoft Q&A to get the detailed help from the experts in the SharePoint Server.

    Moreover, the admin will not be available if you aren't assigned with the admin roles.

    Additional notes: I am working in a VM utilizing SharePoint 2019 on Prim; so, when I click on the waffle icon these are the only two available options. I can't seem to access the SharePoint admin page. . Is there something I would need IT to do in this instance or myself?

    Also notice that on the home page the edit button isn't even shown on the right and the small one on the left doesn't work
