Following the directions on the information to go to office.com/setup took me to a scam site which I then put the code in before I realized that it was scam. They told me I needed to buy a new code and when I tried to do it from the main office.com page, they told me my code was no longer valid.

The fact it forwarded itself to office-com/setup.com. Did not have any statement about it being a Microsoft site. The pop up that said the code was invalid and I would need to buy a new one. The guy who picked up the phone who pressured me to spent another $100. Then when I hung up he called back over and over and said “you hung up on me”. Any other clues you need?
Well. we're not Microsoft so can't do anything about the scammer. Contact your local law enforcement and give them the exact URL, a complete description of what happened, a record of how much you lost and the phone number you contacted or that contacted you.
office.com/setup is not a scam site, It is the correct site to register your licence. What leads you to believe it was a scam?
