I'm trying to setup my PC such that I can open a new virtual desktop to start a new task without changing the task I had been working on.
When opening an application in a virtual desktop, I expect it to open in the current virtual desktop, not whichever desktop happens to already have the application already open. Switching to a different virtual desktop and then opening does not allow me to separate tasks to different desktops and makes it hard to find which window just opened. (often I have a project open involving 10+ excel windows and silo them all to a desktop until I have time to continue the project. Opening another excel file will then put it on the same virtual desktop I'm not looking at with 10+ excel windows where it's very hard to find the file that just opened) A virtual desktop should work the same as if no additional virtual desktops are open (ie, opening a file should show on the current desktop)
While researching this issue, I found very many topics with the same question locked and "answered" even though the answer was effectively to just deal with it.
I feel this is a bug because the expected behavior is incompatible of virtual desktops is incompatible with the actual behavior of the virtual desktop system.
I have seen talk about editing the command that is run when opening a file to start a new process for that application. I know from experience that I can move any application to any virtual desktop once it's open which indicates to me that the functionality for opening an application on the current virtual desktop (even if it's already open somewhere else) should be possible.
This virtual desktop has been around since 2018 (the earliest I see this issue referenced) and has never been resolved in the past 4 years.
Before closing this question as solved, if there is a better way to resolve this issue, I would like to have a clear next step / steps toward getting this issue resolved (no, using a 3rd party virtual desktop system is not a proper solution). I strongly believe this is a bug or at least should have an option in the virtual desktop settings to change this default behavior.
Sorry for such a long post. From my experience with open source communities, posting replies to known bugs is all that's required to resolve simple problems like this. I'm frankly disappointed in Microsoft that an issue with so many instances I can easily find is not taken into consideration in the same way. Much more of the same treatment from Microsoft in regards to issue reporting and I will simply have to give up doing my part to assist in making their products better. None of the various issues I have submitted appear to have been resolved since I started using Windows for work six months ago.

Opening excel on a virtual desktop will automatically change the virtual desktop to one where excel is already open before opening the file.
I believe this to be a bug as I can not see why anyone would expect this to be the default behavior.
This has been known since 2018 and has never been fixed.

I feel like there should be an option in the virtual desktop settings to override the default behavior. I hope this workaround doesn't end up wasting a lot of my time waiting to open documents.
Using the command line ftype command and changing the associated Excel file type default app to start in a separate process resolved the issue, thanks to SuperUser. It works for W11 too. Interestingly, I only got mind boggling virtual desktops shuffling issues with Excel, never with Word or Power Point. Thanks, SuperUser!
