It is my understanding that Excel macros will not run on mobile operating systems. If true, are Microsoft working on this? If not, how might I best communicate my interest to Microsoft developer teams?

VBA runs only in the desktop version of Excel for Windows and Mac, and it is extremely unlikely that it will ever run on other platforms such as Android.
Microsoft is developing Office Scripts for Excel on the web (the browser version); this should run on all platforms. See Introduction to Office Scripts in Excel
