Power BI API can not export file,there is error message "Report requested for export is not on dedicated capacity"

I use Power Bi .net api connection power bi online. when I export file occure a error .
{ "error": { "code": "InvalidRequest", "message": "Report requested for export is not on dedicated capacity" } }

I search the error message in google, it show I need buy a service .

I'm individual user,I want to test exporting file in c# project .

so what can i buy the product?
