Annotations disappear when saving pdf to OneDrive

I use Preview on Mac OS to add highlights to pdfs. When I then upload these pdfs to OneDrive, most of the highlights disappear (but some stick). I previously annotated pdfs while they were already uploaded to OneDrive and thought the loss of annotations was caused by a syncing issue, so I started using a system where I annotate locally, then save the file, then upload to OneDrive, but this didn't solve the problem. Is there a way that I can annotate pdfs and my annotations will be saved in OneDrive?

This has been happening to users in my office for over 2 years now.

Our solution is to warn people against using OneDrive whatsoever.

Incredible that there's no solution from Microsoft.

Agreed, we will likely change to Adobe Cloud at this rate, no response from MS
