Why Isn't Justification Button in the Paragraph Group of the Home Tab Activated For Full Justification

An attorney has asked me why, if the text in a paragraph is justified, the justification button doesn't appear to be selected. (See image below.)

I do not have an answer as to why the justification button is not selected. I will be grateful for any explanation that I can give him.

Thanks to Stefan Blom for the information that the drop-down appears if you have support for certain middle-Eastern languages like Hebrew or Arabic in Word.

Without that language support, the button is not a dropdown and does show when it is in effect.

    Here is a screenshot of each of these along with left-justified text:

    I think, but do not know, that Justify and Justify Low are the same. It sure looks that way to me.

    P.S. Tell your attorney that this attorney (with 40+ years before the bar) thinks that text in legal documents should be left-justified with left and right rules. They should be created with a nice looking typeface that does not come from Microsoft or Adobe and is not free.
