How do I access a file from access with an untrusted file?

I am trying to open a microsoft access file but it keeps saying "Microsoft has has blocked macros from running because the source of this file is untrusted." I've tried to follow the steps to unblock it but its not working.

    Concerning your query, Can you please try to follow the procedure? On the File tab, click Options. In the Access Options dialog box, on the left, click Trust Center. On the right, under Microsoft Office Access Trust Center, click Trust Center Settings. In the left pane of the Trust Center dialog box, click Trusted Locations.

    If you downloaded the accdb from an "internet" site, it will be blocked by the MOTW. You can read more about that here, which includes directions on unblocking such files.

    Since you failed to indicate what other steps you might have taken, we have to offer possible things to try, some of which might overlap with the things you did try.
