How to activate dictation in word 2021?

I tried Alt Q typed dictate I don't get the dictate feature. I don't see the microphone on the top right

    The Dictation feature is not available in Microsoft Word 2021 by default. However, you can use the built-in Windows Speech Recognition to dictate text into Word. Here's how:

    Open Control Panel and select Ease of Access. Click on Speech Recognition. Follow the on-screen instructions to set up speech recognition. Once the setup is complete, click on the Start Speech Recognition button. In Word, place the cursor where you want dictation to start. Say "Start dictation" to begin dictating. When you're finished dictating, say "Stop dictation".

    I have Microsoft Word 2021. I have seen statements that it does have dictation.

    Now you are saying I have to have office 365.

    Which is true?

    Just click the Windows Start button and type the words speech recognition. The top of the search results should look like this (in Windows 10):

    Click the item in the blue bar, and it will take you directly to the page within the Control Panel for configuring the feature.

    Alternatively, you can click the Ease of Access dictation item in the same search result, which will take you to the Speech page of the Settings.

    When you turn on the Speech Recognition switch, a dialog box will open that takes you through the same configuration process.

    How do you get to control panel and ease of use?

    I went to windows control panel and did not see ease of use.

    Is it word control panel? where is it?
