How to stop figure labels from changing when the word document is saved as pdf file?

Good afternoon I'm encountering a problems for the Figure labels, on the word document they appear correctly but when the document is saved as pdf the figure labels changes for example figure 1.1 changes to 2.2 and so on, how can I solve this problem
