Error 30016-22 Installing Office 2021 on Fresh Install of WIndows 10 Pro - January 2023

Getting error 30016-22 installing Office 2021 on a fresh install of Windows 10 Pro.

I have done all Windows updates prior to install attempt.

  1. I have removed the 16kb "Microsoft Office" link that listed in Add/Remove Programs by default in Windows 10
  2. I have run SFC /Scannow
  3. I have disabled antivirus (Carbon Black endpoint, which doesn't show it blocked anything)
  4. I have disabled Windows Firewall
  5. I have a solid domain-connected static-ip Internet connection
  6. I have run the Microsoft Support and Recovery Tool, it found no office installs, but I ran the Office 365 one just in case (as it doesn't list Office 2021)
  7. I have deleted HKEY_Current_User\Software\Microsoft\Office It had subkeys of 16.0; ClickToRun; Common in it. I deleted them all, rebooted, reran setup immediately got error, and those same keys were recreated.

I have plenty of disk space (400gb), computer far exceeds minimum specifications.

    I saw another post of "zero-day" problems with Microsoft 365 (i'm installing Office 2021), when using latest Windows Defender definitions, so I followed these steps:

    1. Open cmd as admin and navigate to "C:\Program files\Windows defender".
    2. Execute this command: MpCmdRun.exe -RemoveDefinitions

    This did roll back my Defender definitions, but it DID NOT fix my issue.

    Still unresolved.

    Edit: I also now have completely disabled all portions of Defender antivirus and Windows Firewall, and completely uninstalled Carbon Black. (I Just installed Office 2021 on a different new Windows 10 box last week without doing any of this, seems to be a new issue)

    I also have disconnected from ethernet, and tried using an unfiltered guest wifi network, same result.

    I have also tried the suggested mitigation for the current M365 issue (in case related to my Office 2021 issue):

    With Powershell ru:

    Add-MpPreference -AttackSurfaceReductionRules_Ids 92e97fa1-2edf-4476-bdd6-9dd0b4dddc7b -AttackSurfaceReductionRules_Actions Disabled

    This also DID NOT RESOLVE the issue.

    Edit 3:

    I removed the registry keys again, restarted as local user (versus domain user) and still same errors.

    (defender, firewall both disabled, antivirus uninstalled)

    Still NOT RESOLVED

    Final Edit:

    I've tried for hours and dozens of solutions. I ended up formatting the laptop again, installing Office with the offline installer immediately before any Windows updates were done and it worked. I would guess one of the updates released around 1/12/2023 caused the issues.

    It would be nice if Microsoft rep would update this case with a cause for the problem and potential fix without having to format.

    Thank you for figuring this out. I just had to reinstall windows 10 and I could not get Office to install. Running from the offline installer in administrator worked perfectly.

    I'm sorry for not posting this earlier, but I battled the same issue on 1/14/2023. Whatever Micro$oft did to Win10 recently, it broke the Office 2021 lightweight installer that was working just fine on 1/7/2023. I tried removing Windows updates and all the other tricks strewn around the interwebs, but to no avail.

    What finally worked is downloading the offline installer for Office 2021. It is one of the choices given in the list when you go to "install" from your Micro$oft Account. Don't be fooled by the name, though. Your client has to be connected to the internet in order for the offline installer to work correctly. And, you had better "run as administrator" the setup.exe while you're at it since I had one client balk with the offline installer until I ran it as admin. Maybe the lightweight installer would have worked by running as admin, but I didn't think of that at the time.

    Be aware, your Office key is not baked into the offline installer like it appears to be with the lightweight installer/downloader option. A single copy of the offline installer is all you'll need if you're installing multiple clients. If you sign into your Micro$oft Account on the client with the default internet browser before you run the Office install, the installer appears to connect to your account and choose a license for you without entering the Office key. If you do not sign in first, you will be prompted for the Office key before then being asked to sign in. Tricky.

    Hope this helps the other poor slobs that run into this issue. In the words of a great man, keep hammering!

    Microsoft has not recently found a Windows update which will cause Office 2021 installation to fail. As you can see here:

    Of course, these can only show that Microsoft has not yet noticed the problem, and they do not mean that the Windows update won't cause Office 2021 installation failure at all. So I suggest you submit feedback to Microsoft about the problem you are experiencing by pressing Windows logo key + F at the same time on your keyboard. This lets you tell Microsoft about any problems you run into while using Windows. You can also send suggestions to help us improve your Windows experience. When submitting feedback, you can attach some screenshots or recreate a problem to help us see what you’re experiencing.

    If you encounter a similar problem next time, try updating Windows and Office in Safe Mode with Networking. Safe mode starts Windows in a basic state, using a limited set of files and drivers. If a problem doesn't happen in safe mode, this means that default settings and basic device drivers aren't causing the issue. Observing Windows in safe mode enables you to narrow down the source of a problem, and can help you troubleshoot problems on your PC.

    Important: Safe mode is a means of troubleshooting, not a condition suitable for normal long-term use. Some applications may not be able to be used in this mode, please exit after testing.

    Of course, you can also uninstall the recently installed update and see if it makes any difference. To uninstall the update, you can download and install Show or hide updates troubleshooter.
