Why Am I receiving these emails>

I have been receiving very odd emails lately. I get an email like the screenshot below, with an attachement of the original email. What is happening here and how do I stop these from coming to my inbox?

Funny enough, The email below is the exact email one of my users said they were expecting but never received. Are these emails being picked up as spam? How do I stop this?

    Also, can I turn this off completely and not receive email alerts from this? If so, how do I accomplish this?

    Thanks! I want to refrain my question now that you've provided me an explanation.

    This High confidence spam SCL is received by our previous Director of IT and I want to change the recipient of these emails to a global admin. I am the owner of the account, so I want to make that change appropriately. How can I accomplish this?

    Base on the error you have share with us below, the recipient organization Spam filtering marked the message as High confidence spam SCL: 9.

    7 to 9: The message is marked as High confidence spam. In the recipient organization the action that has been configured for High confidence spam filtering verdicts in the anti-spam policies is applied to the message (the default value is Move message to Junk Email folder).

    You can double confirm the SCL (spam confidential level) of the sender message using message analyzer Message Header Analyzer (mha.azurewebsites.net)

    -first from the recipient junk folder, copy the affected message header of the email. By going in the junk folder and double click on the affected email <properties and copy the internet headers then paste the header in the message header analyzer and click on analyzer header. You can share the results with us as well.

    If you want to stop this if you are Admin of your Organization, you can create a mail flow rule to bypass the EOP for the specific sender or allows all messages with specific title "xxxx" to bypass clutter.

    Also, you can run the extended message trace and share the csv file with us via private message to see if there is no any transport rule apply to this specific email and help you to remove using PowerShell.
