Cannot transfer Schema Master Role from On Prem to Azure DC

We have an active directory 2012 with 2 on prem 2012 DCs and one Azure 2019 DC. I can successfully transfer all the roles except for the schema master, this appears to be grayed out. The AD Sync utility version 1.6.16 is running on the schema master now. I checked replication using "Repadmin /replsummary" and there are no fails or errors.

Any assistance would be appreciated.

    Check that you are a member of the Schema Admins group. Also in the console tree, right-click Active Directory Schema, and then click Change Domain Controller and make sure to connect to the one that will receive the role.
