Is your copy of windows activated and updated?
If you have other antivirus software try to uninstall them and see if that helps.
Some security programs might be conflicting with Microsoft servers and data packages that they send during the activation process, mistakenly perceiving these servers as insecure.
Please try the following methods below.
**Press Windows key+I to open Settings
Select System > Troubleshooter
Click Other troubleshooters
Select Windows Store Apps and Run the troubleshooter.
**Please Run PowerShell as Administrator
Copy and paste the command below then press Enter
Get-AppxPackage Microsoft.Paint | Reset-AppxPackage
Restart your computer
