Best way to setup a workflow?

Hello!

We have an Excel template that gets completed by CM.

CM uploads the file to the SharePoint folder. PA is alerted there is a new file.

PA enters in 3 columns of data in the template.

NV and AM are alerted the template is ready for processing. They simultaneously process the template.

JA is notified that the template is ready for processing. JA processes the template.

Final alerts are sent back to CM and PA that the file was processed and it complete.

What is the best way to set this up? Do I create a SharePoint list? Or just have a folder? When I create the workflows - should they be approvals or just notifications? Or tasks?
