What is a good alternative for MS Forms to create a dynamic form?

To provide some context, I'm working on developing a dynamic application process for a program we are running. I'm hoping to create a system where applicants can provide details about an activity and specify the number of positions available within the activity. Then, the application would prompt questions related to each position indicated. This means that the number of times a set of questions is asked will vary based on the number of positions specified.

I'm considering using Forms to implement this system, but to answer the position-specific questions individually, Forms alone would require applicants to repeatedly answer the overall activity-related questions, making it a frustrating experience. Another alternative we have tried is putting position-specific questions into an Excel sheet and adding an upload section in the form.

I'm exploring options like Power Automate and Power Apps to address this issue. Will Power Automate and Forms be able to solve the repetition problem? Alternatively, should I consider experimenting with Power Apps to create a more streamlined form for this dynamic application process?
