This is at the top of my Groups screen for days.
Is anyone else having this issue?

    Hey guys,

    I had to contact Microsoft support in order to push forward with this dynamic group issue. What they suggested was to add the "Enterprise Mobility + Security E5" license to my administrative user account and create the new dynamic group with that user.

    I was then able to add devices under the shared group from there. This did not allow me to finally get shared iPad working, so I ended up abandoning the effort and simply setting up the iPads as single user devices in Apple Business Manager.

    Not the best answer to the question, but utilizing that "Enterprise Mobility + Security E5" license did allow me to proceed with dynamic group creation and use.
