Purchasing Licenses for a customer with an Enterprise Agreement from a new CSP Partner

There is a scenario where a customer currently has an Enterprise Agreement for Cloud Solution licenses (Example - O365 E1). Now the customer needs to engage with a CSP Partner to purchase more licenses to the same tenant. Is this technically possible without any migration?
