In the past, I have used the Microsoft Authenticator app for both my work and personal Microsoft accounts on multiple devices and I will try to help you.
The Microsoft Authenticator app is connected to the Microsoft accounts and not to the devices, so the number of devices is not a restriction. The Microsoft Authenticator app only verifies that it is the real user who is logging in with the Microsoft account, so you can login to multiple devices.
On a personal account, once you have the Two-factor authentication activated, you can manually add that Microsoft account on the Microsoft Authenticator app.
On a work account, you must contact the IT Team at your organization to set it up because it is different for every organization depending on the software that they use. One organization I worked with used the 'Okta Verify' app for the security code and another one used the Microsoft Authenticator app. Both organizations used separate software on the work computer for a code to access the VPN and this code can be setup to be received on these apps.
Note: It is especially important to back up data to cloud on Microsoft Authenticator app in case it is deleted, and that data must be recovered when it is setup again or that can block your access to your account.
